Hailing from Summerville, South Carolina, Randy received his bachelor's degree from the College of Charleston and a masters in public administration and law degrees from the University of South Carolina before earning a masters degree in environmental law from The George Washington University.

He is the Chairperson of the S.C. Bar's environmental section and formerly served as the Chairperson of the ABA-SEER's Committee on Smart Growth and Urban Policy.  Randy has authored numerous articles and book chapters on environmental law and co-edited and co-authored South Carolina Administrative Practice and Procedure.  Randy has previously served as an adjunct professor at the University of South Carolina School of Law.  He is also a certified circuit court arbitrator.

Randy is admitted to practice in the state and federal courts of South Carolina, the District of Columbia and Fourth Circuits, and the U.S. Supreme Court.
