Hailing from Summerville, South Carolina, Randy received his bachelor's degree from the College of Charleston and a masters in public administration and law degrees from the University of South Carolina before earning a masters degree in environmental law from The George Washington University.
He formerly served as Chairperson of the S.C. Bar's environmental section and Chairperson of the ABA-SEER's Committee on Smart Growth and Urban Policy. Randy has authored numerous articles and book chapters on environmental and administrative law and co-edited and co-authored South Carolina Administrative Practice and Procedure. Randy serves as an adjunct professor at the University of South Carolina School of Law. He is also a certified circuit court arbitrator.
Randy is admitted to practice in the state and federal courts of South Carolina; the U.S. Court of Federal Claims; the District of Columbia, Federal and Fourth Circuits; and the U.S. Supreme Court. |
