Born in Spartanburg, Tracey received his undergraduate degree, a masters degree in taxation, and law degree from the University of South Carolina.

Prior to working with Willoughby & Hoefer, Tracey served as Chief Counsel to the S.C. House of Representatives' Judiciary Committee and as an Assistant Attorney General for South Carolina.  He also clerked for the Honorable William W. Wilkins, Jr., Circuit Judge, Fourth Circuit.  Tracey is a certified public accountant and currently serves on the South Carolina Election Commission.  He has authored several articles related to tax matters and lectures on a variety of topics.

Tracey is admitted to practice in the state and federal courts of South Carolina, the Fourth Circuit, the U.S. Tax Court, and the U.S. Supreme Court.
